Partition Clone on External Disks Not Working

I'm running HBS 5.4.2.1 on Windows 11 Pro x64 24H2 and having a problem with the Partition Clone tool.  I'm trying to clone a Partition from one External disk to another External disk.  When I try to run this I get a pop-up window saying this can only be done in the Pre-boot environment.  Why do I have to boot into WinPE when I'm Not trying to clone anything from the Internal System disk?  Both disks I'm working with are External USB disks.  I've never had this issue with other Cloning apps (Acronis, Macrium Reflect, AOMEI, MiniTool).  Do I need to download and install the separate Disk Clone app to do this?  I would appreciate any help.  Thanks!

I've been through this before.  The HBS systems need VSS to do their imaging/cloning to insure the source disk is not locked/active in any way..  Most external disks (undocked) do not support UASP of which VSS is available.  At the moment, this is a limitation of their software (both imaging and cloning).

Thanks for the quick reply.  Is that also true for their separate Disk Clone app?

It is.  The separate disk clone app is included in the Hasleo Backup Suite...
