Error: System can't write to Device

Hello

I tried now many times to clone my current Windows 11 to an external, brand new SSD.
I always get the same error: 
"The system cannot write to the specified device. (0x0D3500630000001B)"

I tried all USB ports, I disabled realtime security in defender, I decrypted my device and so on. The same error message keeps popping up.
I managed to create an empty bootable Windows SSD from an ISO file. This worked without a problem. 
It is very frustrating, especially since I have paied for the application.

Is there anyway to fix this issue?
